Many hesitate to invest then, but historically broad indices were often higher still some time after an all-time high. There is no guarantee: a high can also be followed by a correction.
An all-time high is the highest level a price has reached in its entire history. When the price rises above it, that is a new all-time high. During a bull market this often happens many times in a row.
Many investors hesitate to buy right at an all-time high. Historically, though, broad indices were often even higher some time after an all-time high, because markets grow with the economy over the long run. Example: the DAX hit a peak in 2000 and then took years to beat it. Investors who bought in instalments through cost averaging were back in profit much sooner.
